Position for researcher in public finance and urban governance

XKDR Forum is looking for a full-time researcher with qualifications in economics, finance, law, public policy, or an MBA to work on public finance, municipal finance, cities, urban governance, and public health finance.

About XKDR Forum

XKDR Forum is a Mumbai-based inter-disciplinary group of researchers working in the fields of regulation, courts, household and firm finance, climate change, health, public finance management and land. In these fields, the group engages in academic and policy oriented research, and advocacy.

As a researcher who joins us, you will be part of our team that builds knowledge on the working of government and its organisations from the lens of laws, regulations and institutional capacity. As a research associate at XKDR Forum, you will work on project deliverables under the supervision of a research lead. You will be expected to work in person at the office premises in Mumbai.

Eligibility

The eligibility requirements for this position are:

  1. Qualifications in economics, finance, law, public policy, or an MBA.
  2. At least one short-form and one long-form publication in reputed publications.
  3. Quantitative skills are preferred.

Candidates with work experience of 3-5 years are preferred. You must be comfortable working in an inter-disciplinary research environment with people from varying backgrounds such as data-science, economics, public policy and law. You must be curious and passionate about research and must be willing to work on independent outputs as well as in teams.

The remuneration offered will be commensurate with your skill and experience and will be comparable with what is found in other research institutions.

Call for papers: Alt Data Workshop 2026

Overview

The Alt Data Workshop 2026 focuses on the use of "alternative data" -- the remarkable world of novel and clever data sources bubbling up outside the traditional official statistical machinery.

We seek to bridge the gap between STEM researchers (Computer Science, Statistics, Engineering) and domain experts in Economics, Public Policy, and Law. We will de-prioritise data from one-off field experiments and emphasise the use of widely available datasets that are predictably updated through time thus permitting long-term longitudinal research and the development of a research community surrounding each dataset. Examples of this include satellite imagery, digital footprints, high-frequency transaction data, and large-scale web-scraping to solve complex problems in the Indian context. The Scope of Alternative Data

For the purposes of this workshop, alternative data refers to non-traditional datasets that are, in principle, accessible to the broader research community on a sustained basis over the years, through which a literature can emerge on one dataset at a time.

We prioritise papers that address:

  • Methodological Rigor: Novel approaches to ground-truthing, signal extraction from noisy data, and bias correction.

  • Scalability: Techniques that can be applied across regions or time periods rather than isolated case studies.

  • Substantive Applications: Practical use in agricultural monitoring, urban heat stress, fiscal analytics, or market microstructure.

Themes and Topics

We welcome submissions from STEM and social science researchers on topics including, but not limited to:

  • Remote Sensing: Applications of satellite imagery for economic activity or environmental monitoring.

  • Digital Footprints: Analysis of transaction, payment, or transport data.

  • Automated Data Collection: Large-scale web scraping and crowdsourcing frameworks.

  • High-Frequency Proxies: Using alternative indicators to track fiscal or macroeconomic variables in real-time.

  • Computational Infrastructure: Engineering challenges in processing and storing large-scale alternative datasets for public policy.

Submission Guidelines

We invite both formal academic papers and industry-led technical talks.

  • Abstracts: Maximum 500 words. Must clearly state the research question, data sources, methodology, and results.

  • Full Papers: Maximum 10,000 words.

Call for Papers: Cross-Border Flows and Frictions in India

Overview

XKDR Forum invite submissions for its upcoming conference on “Cross-Border Flows and Frictions in India” The conference aims to bring together academics, market participants, legal experts and policymakers to examine the empirical, institutional, and legal foundations shaping the case for a more open and resilient capital account in India. It proceeds from the view that cross-border flows are central to India’s financial development. The conference will feature original research papers, thematic talks, and panel discussions.

Submissions are encouraged that advance theoretical, empirical, legal, or policy-oriented debates on the nature, sources, and consequences of cross-border frictions. Interdisciplinary approaches and comparative perspectives are particularly welcome.

Themes and Topics

The conference will focus on, but is not limited to, the following themes:

  • International Capital & Investment: Capital flows, home bias, push/pull factors; EM flow maladies; capital controls; corporate finance, and internationalisation of high-productivity firms, cross-border payments.
  • Exchange Rates & Currency Markets: Currency markets, risk, and institutions; exchange rate regimes; costs and benefits of managed rates.
  • Financial Stability & Crisis: Contagion from international crises; the impossible trinity; conventional Indian crisis management; systemic risk under open capital accounts.

Submissions beyond these themes that align with the overall scope of the conference will also be considered.

Call for Papers: 17th Emerging Markets Conference

XKDR Forum in collaboration with Vanderbilt law School is inviting papers to be submitted for the 17th Emerging Markets Conference, 2026. In the past, the audience for these events has comprised of academics, participants from the legal and financial industry, policy makers from government and regulators.

Details of the previous conferences can be viewed at https://emergingmarketsconference.org/. The conference aims to cover presentations and discussions across the following set of research topics:

  • The sources of economic success or failure in EMs.
  • Finance in EMs (households, financial markets, financial intermediaries, firms and finance, finance and growth).
  • Political economy, law, public administration, regulation in EMs.
  • The impact of populism upon the possibility of sustained growth.
  • Insights into large EMs that matter in and of themselves.
  • Insights from narrow research projects that illuminate EMs in general.
  • The new phase of globalisation and its consequences for international trade, international finance and the nature of the EM firm.
  • Features of a society that enable or disable convergence into the 'normal' package of high levels of freedom and prosperity.

Each year, we award the Emerging Markets Conference discussant award for the best discussant and the first runner up discussant of the papers presented on each day of the EMC. The discussants are selected by an audience poll.

Can technology augment order writing capacity at regulators?

Indian regulators have extensive quasi-judicial powers that they express through adjudicatory orders. It is critical that these powers are exercised in a proportionate, legitimate, and well-reasoned manner, as they not only impact the persons directly involved, but also the wider ecosystem in which they operate. Arbitrary actions, unsubstantiated by clearly articulated reasoning, can raise serious concerns around the legitimacy of regulatory actions and lead to a loss of confidence in the regulator. Such actions may also be set aside by appellate and review fora. Clearly written, well-researched, and reasoned orders help provide clarity, predictability, and knowability of the law, which are key indicators of a rule of law system (Aggarwal, Patel and Singh, 2025). Our study of the state of Indian regulatory order writing shows there is room for improvement in this regard.

We notice a growing interest in the use of Generative Artificial Intelligence (Gen AI) to resolve procedural inefficiencies at quasi-judicial and judicial authorities in India (Supreme Court Committee on AI, 2025; Kerala High Court, 2025), coupled with concerns around the potential dangers of using such technologies without adequate safeguards. Against this background, in a new working paper titled, 'Can technology augment order writing capacity at regulators?' we critically examine the opportunities and challenges of using technology, in particular Large Language Models (LLMs), to assist regulatory order writing in quasi-judicial settings.

The paper proposes augmenting rather than replacing human decision-makers, aiming to improve regulatory order writing practice through responsible use of LLMs. It identifies the core principles of administrative law that must be upheld in these settings - such as application of mind, reasoned orders, non-arbitrariness, rules against bias, and transparency - and analyses how inherent limitations of LLMs, including their probabilistic reasoning, opacity, potential for bias, confabulation, and lack of metacognition, may undermine these principles.

While the available Indian literature on the topic focuses largely on these limitations, and on critiquing proposals based on an over-reliance on technocratic means to improve state capacity, this paper's contribution lies in its integrative work: we draw upon the design principles articulated in frameworks developed in other jurisdictions and relate them to the applicable principles of Indian administrative law. We use this synthesis to develop a Problem-Solution-Evaluation (PSE) framework that is attentive to international practice, the legal principles underpinning quasi-judicial decision-making in India, and problems and limitations inherent to GenAI and LLMs.

The PSE framework proposed in the paper maps specific technical, design, and systemic solutions to each identified risk, and outlines evaluation strategies - end-to-end, component-wise, human-in-the-loop, and automated - to ensure ongoing alignment with legal standards. By itself the framework may be insufficient. It must be supplemented with systemic measures taken at the regulatory level. We offer stage-wise recommendations on how LLM-based order review tools can be built for and used in regulatory adjudication.

Researcher Position in Policy oriented Research

Policy oriented research: we build knowledge on the working of government and how improvements can be made, and carry the knowledge through into connections into the real world reform process. We stand on the modern understanding of the Indian state and the difficulties of the Indian development journey, that fuses public economics, law and public administration, as seen in the ISOTR book. The X in XKDR Forum stands for Inter-disciplinary: we integrate diverse strands of knowledge into innovating on the question at hand. Researcher Position in Quantitative Research

Quantitative research: we integrate multiple datasets (household survey data, firm data, macroeconomic and financial time-series, satellite imagery, legal systems data, other custom datasets) to obtain insights into the world aiming for academic research and real world applications. Along the way, we innovate on methods. Here are some examples: self reported health, informational efficiency of credit ratings, the working of financial markets, improved methods for nighttime lights radiance satellite imagery. We build open source packages in Julia and R, partly to do better computation around existing methods, and partly to express our innovations in statistical and computational methods.

We are looking for someone with interest and experience in cross border-flows and global finance.

The right persons for quantitative research at XKDR Forum are those who have knowledge of mathematics, statistics, computer science and economics, and take interest in the world, in applying quantitative tools to obtaining insights into the world. IIHS University

The Indian Institute for Human Settlements (IIHS) announces the launch of the IIHS (Institution Deemed to be) University. The University starts off with a set of transformative new interdisciplinary programmes in 2025 – four full-time Master’s programmes and a fully-funded Doctoral programme – centred around urban practice and research.

Socratic dialogues on cities, cooperation

Polekon is organizing socratic dialogues on 'The functional order of cities' and 'The architecture of cooperation'.

Also, a new cohort of political economy of development - a 4-week workshop on economic development - is starting April 5th.

About socratic dialogues

Socratic dialogues are guided conversations where participants explore ideas, develop habits of critical thinking and practice effective habits of communication.

This is a unique kind of conversation where asking "why?" isn't confrontational but rather opens a path to deeper understanding. Through sustained, structured dialogue, participants develop not just knowledge but the habits of mind essential for clear thinking - careful listening, precise speaking, examining assumptions, and tracing the roots of their opinions.

The functional order of cities

Cities shape our daily lives in profound ways, yet the principles that make them vibrant or lifeless, safe or dangerous, remain poorly understood. This program brings together two of the most insightful critics of urban planning and state simplification - Jane Jacobs and James C. Scott - to explore what makes cities work, why certain forms of planning fail, and how we might better balance the needs for both spontaneous vitality and planning in our cities.

The architecture of cooperation

There's a tendency to attribute all that is orderly to laws and legislations that must have made it so, and similarly attribute all that is disorderly to their absence or weak enforcement. But the machinery that enables the deep cooperation that is the defining characteristic of modern life has multiple gears; it is a mistake to attribute ubiquitous honesty to the single lever of state power.

We'll explore the architecture of cooperation - the hierarchy of instincts, norms and formal institutions that support cooperation in our modern world.

XKDR Forum in collaboration with Vanderbilt law School is inviting papers to be submitted for the 16th Emerging Markets Conference, 2025. In the past, the audience for these events has comprised of academics, participants from the legal and financial industry, policy makers from government and regulators.

A course: Political Economy of Development

Political economy of development is an 8-module course that combines theory with historical evidence to help you understand economic development.

When studying economic development, people often struggle because:

  • They can't find a clear learning path
  • The concepts can be tricky
  • Many discussions jump to solutions without examining why good ideas often fail

This course offers a structured way to work through these challenges.

We explore one central question: why do so few countries achieve rapid economic growth, even though some have shown us how? At independence, India had modern institutions, a diverse industrial structure, and a committed leadership. Yet it grew more slowly than Taiwan and South Korea. We try to understand why.

Course Structure

We start with the basics of economic growth, examine India's development path, and compare it with Taiwan, one of the rare success stories of the 20th century.

The course runs for 2 weeks with:

  • 4 live weekend lectures
  • 4 self-paced modules on our learning platform

Positions for researchers in the field of working of courts

XKDR Forum is looking for two researchers to work on a project on the working of courts in India.

About XKDR Forum

XKDR Forum is a Mumbai-based inter-disciplinary group of researchers working in the fields of courts, household and firm finance, public finance management and land. In these fields, the group engages in academic and policy oriented research, and advocacy. The new recruits will come into an active research program in the field of working of courts.

Researchers at XKDR Forum have been working in the field of legal systems development for the last decade. Their work in this field includes developing unique case-level datasets from public sources; statistical analyses to establish stylised empirical facts; and studying institutional arrangements of the judicial branch. The work published by their researchers in this field can be found here.

As a research associate at XKDR Forum, you will work on project deliverables under the supervision of a senior researcher. You will be expected to work in person at the office premises in Mumbai.

Eligibility

The project involves building and/ or working with large databases of court data. The eligibility requirements for these two positions are:

  1. Masters in Public Policy or Economics, along with skills or an interest in the coding languages of R and Python; or
  2. Masters or bachelors in Data Science, along with an interest in questions of public policy or public administration.

Candidates with work experience of 1-2 years are preferred, but if you have a Masters degreee, the absence of this attribute is not a barrier to applying for these positions. They must be comfortable working in an inter-disciplinary research environment with people from varying backgrounds such as economics, public policy and law. They must be curious and passionate about research and must be willing to work on independent outputs as well as in teams.

The remuneration offered will be commensurate with your skill and experience and will be comparable with what is found in other research institutions.

Call for papers: Insolvency and bankruptcy reforms in India: 10 years after IBC

XKDR Forum is inviting papers for work on Insolvency and bankruptcy reforms in India: 10 years after the IBC. This process is intended to build the successor to the volume Insolvency and Bankruptcy Reforms in India, which was published in 2022. This includes issues such as:

  • Legal developments and changes in the IBC since 2016.
  • Changes in the legal framework relative to design principles.
  • Political economy of insolvency reforms.
  • The consistency, certainty and predictability of judgements and credit contract enforcement.
  • Economic impact of the law in evolution of the Indian credit markets.
  • Economic impact on lender and borrow incentives.
  • Performance of insolvency institutions.
  • Relationship between firm exit and the institutional features of the financial sector, particularly banking regulation and legal frameworks on capital flows.
  • Missing markets - for personal insolvency and collateral markets.
  • The industries of insolvency professionals for insolvency resolution, Liquidation professionals, valuation.
  • The remaining public policy on insolvency and bankruptcy reforms.

The conference welcomes multi-disciplinary research work: economics, law, public policy and practitioner perspectives. The audience for the conference is expected to comprise academics, participants from the legal and financial industry, policy makers from government and regulators.

Janaagraha is hiring: Head - Municipal Finance

We at Janaagraha seek an exceptional individual to lead our municipal finance mission to the next level of impact. We aim to increase municipal revenues, ensure transparency in spending, and improve accountability for citizen outputs and outcomes. Transforming public finance in cities is quintessential to human development in India. Over the last four years, we have achieved remarkable milestones in the pursuit of our municipal finance mission, including:

  • Public disclosure of audited annual accounts of over 4,200 municipalities in a comparable format on www.cityfinance.in
  • Catalyzing property tax reforms in 20 states resulting in a 50% growth in pan-India property tax collections since 2017-18
  • Digital grant management of USD 15 billion of XV FC grants on www.cityfinance.in

More importantly, we have put together an exemplary, majority-women team. We are looking for a senior leader with a proven track record in systems practice to join our team and take our municipal finance program to new heights of systems change.


Key Responsibilities

  • Deliver on government and donor engagements.
  • Engage closely with senior leaders in government and the market ecosystem to both advocate for systemic reforms in municipal finance and to inform Janaagraha's strategy for the same.
  • Continuously strive to transform municipal finance in India at scale and with speed and agility, through a whole of systems approach.
  • Lead planning and development of Janaagraha's Municipal Finance programme.
  • Engage with the urban governance and municipal finance ecosystem.

Qualifications and Experience

  • Master's degree or equivalent in business administration, finance, public finance, public administration, public policy or other directly relevant fields OR a Membership of a Professional Institute such as the Institute of Chartered Accountants of India.
  • 15+ years of experience in government advisory, public finance, business management/consulting or senior leadership roles in finance.
  • Candidates with direct government experience in any civil services are particularly welcome.
