The setting for the budget speech

I have an article in Financial Express today about the challenges and the opportunities of the budget speech.

Would not it be wonderful if government defined some quantifiable and time bound objectives to be achieved similar to fiscal deficit objectives and the roadmap of reforms outlined in MIFC report. Cannot the government declared that these are the recommendations we agree with and will be implemented by so and so date, these recommendation are under consideration and rest are we dont agree with.
    Similarly, they can outline their yearly targets for India's HDI rank, ease of doing business rank, corruption index etc. The industry bodies can put pressure on the government by outlining a wishlist of its own in quantifiable terms.
    These objectives can catch public attention more forcefully than detailed targets such as GER,IMR etc.
