few points about the article,

There is a mention of reducing cost for passengers, but there is no mention of increasing Tatkal quota which increases cost by 10-20% also booking the tickets months in advance, there are many other subtle points which goes on to show how fares have actually increased. This is indeed smart but at the cost of gullible passengers.
2. no increase in the quality of service in terms of food, sanitation etc.
3. no decrease in travel time.
I hear things about railways making billions but as a tool for public service I donot see any progress
