Impressive piece of work

I am ordinarily gloomy about the public policy process in India. But for a welcome change, the quality of staff work in the draft direct tax code, which has been put out for discussion, is outstanding.

I am curious about how the process for drafting and vetting something like this works in India - is the original drafting done by Indian Revenue Service types, or a bunch of economists working for the Finance ministry? and then, who vets the draft - IAS types and lawyers in the law ministry or someone else?
